James Swan is a career diplomat, he has worked as a diplomat in various differen African countries in the last 30 years, he joined the UN and became special representative in Somalia and is back  again to represent Somalia.
Swan is married to fellow Foreign Service Officer Daphne Michelle Titus, with whom he has two children, Mitchell and Garner.

As Deputy Chief of Mission at the U.S. Embassy in Kinshasa (2001-2004), Ambassador Swan advanced negotiations aimed at agreement on an internal political framework for elections. As part of his long professional involvement with the Congo, Ambassador Swan was also Zaire/Congo country officer in Washington (1996-1998) he held a  focal point during the rebellion that led to the fall of Mobutu Sese Seko after 32 years in power.

SOMALIA:
Why James Swan and why now? The US has a strategical, economical interest, geopolitically it is in a very critical position connecting shipment route both in Indian Ocean and red sea, this country is rich in uranium, and the US would not except this to fall on the wrong hands, so stability is the US priority. They do not welcome the political shift csused by Hassan Sheikh and the constituitional crises, so they fix it by re introducing James Swan who knows Hassan Sheikh well.

CONCLUSION:
James Swan has 2 choises.
1.Either do what you are known for navigating between the different political rival.
2. Correct your past and be honest,  bring this country to be a sovranne country and hold elections back to the previous constituition not the man made constituition of Hassan Sheikh, this advise is if you wish to be impartial.

James Swan is known to have legitimized the opposition to kick Farmaajo out. While sitting with the FMS, he was telling them to reject every demand from farmaajo in the letters he sent back to the opposition.
Somali politicians have come under threat of sanctions if they refuse to listen to James Swan previously. And it can happen again.

Hassan Sheikh must be felling the heat, he knows he can’t play as he wishes unless James is here to consolidate power for Hassan and sanction the federal state members that don’t line up with Swan.
Another opinion is why Hassan wrote the UNSOM letter and immediatly reversed it when it was clear the actor of Somalia James Swan was back.
