( Abgal, Habargedir got wepens) to fight Al Shabaab, the rest of the tribes had to rely on their own.
Hassan  always had a reliance on AU soldiers while undermining the SNA by not providing them real assistence such as fuel and proper recognisenses.

Pushing Somalia into EAC,  of the move it is crystal clear the admission of Somalia, a country of more than 17 million people and a long history of conflict, could introduce security challenges for the bloc, which now has a combined population of more than 300 million people, or a fourt of Africa’s population. Many new articles and clauses have been introduced. If the remaining chapters of the constitution mirror the four chapters presented here, it is going to be a new constitution.
The question who can make changes or write a new 1, Hassan Sheikh chose exclusivity rather than inclusivity of a sovraign nation.
Changing the constituition has only 1 agenda  could be seen as a backdoor extension which will create confrontation that can extend til civil unrest back to square civil war again.

Ut is likely that Ruto, Ismail and Museveni want Somalia to disolve split into 4 and exploit them by sharing and dividing Somalia.
I beleive Hassan has planned for the Al Shabaab to take over Somalia and Hassan leave protected by the EAC with the massive looting he managed to stock it and become 1 of the 10 richest men in the African continent, it is possible we see the repetition of  𝗔𝗦𝗛𝗥𝗔𝗙 𝗚𝗛𝗔𝗡i the former Afghan president who leaves protected in UAE and sweeped his countrys wealth, after all Hassa Sheikh and Ashraf Ghani are PHD holders and have many similarities in failing their countries.
